Dear Sirs! The International Public Security Agency plans to hold a scientific conference on the territory of the Republic of Crimea of the Russian Federation in early August this year – an international project with the participation of Russian and foreign scientists and guests from many countries of the world: “Crimea is the sacred center of Russia and the source of the formation of the noospheric man”. The topic of the conference touches on innovative technologies that have no analogues in the world, and is devoted to a number of areas of human studies, where serious scientific shifts have been noted, innovations have been successfully introduced and a discovery made under the leadership of Academician of the Russian Academy of Medical Sciences N.P. Bekhtereva and the author of the method V.M. Bronnikov, which are significant contribution to the world of human brain science. Academician NP Bekhtereva and VM Bronnikov were awarded high UN international awards for the discovery of the “Alternative Vision of Man”. The discovery explains the psychophysiological process of alternative vision by the brain – this property has the working name “Psychobiocomputer of the human brain”, i.e. a program of sequential brain stimulation to achieve the “Holographic Human Brain Interface” – which is the ability of new vision. NP Bekhtereva made a sensational statement that with the help of VM Bronnikov’s method “the brain was first opened for scientists.” This fact means that a revolutionary moment has come in the development and transformation of man. We all live in a new era, and, in our opinion, this time will be called the Era of the formation of the Noospheric Man. Taking into account the geo-informational features of Feodosia, we believe that mankind will consider this ancient city of Crimea to be the origin of this phenomenon. Currently, we are planning to lead new stages of our joint activities and research under the auspices of the administrations of the Republic of Crimea and the city of Feodosia. The project is large-scale and will have an impact on many areas of Crimean life, ranging from human culture, medicine, education, ecology, business, science, and, including IT-technologies and new computer systems. For our part, we have all the necessary resources to implement this project, counting on good political will and support from the leadership of our beloved Motherland.
