Resolution of the conference in Feodosia, Center for Noospheric Psychology, July 16-17, 2010. The participants of the conference, having discussed the key problems of sustainable development of territories in the context of the new paradigm of the noospheric dimension of socio-economic and ecological processes in various regions, continuing the  traditions, developing theoretical and methodological approaches of the international Noosphere Forum “Noospherism: Arctic view of the sustainable development of Russia and Humanity” (2007 , 2009 St. Petersburg), the annual conference “Noospheric education in the European space” (2009, 2010, St. Petersburg), the third International scientific and practical conference on sustainable development of municipalities (Odintsovo, 2009), carrying out further development of noospheric approaches for the World Forum of Spiritual Culture in the analysis of the processes and threats of globalization to the foundations of human life in the XXI century (October 2010, Astana), based on on the doctrine of the noosphere by V.I. Vernadsky, achievements of Russian scientific schools: the theory of noospherism (A.I.Subetto), noospheric philosophy (V.K.Baturin, V.N. Vasilenko), noospheric doctrine of vitalism (S.I.Grigoriev), noospheric psychology (V. M. Bronnikov), noospherology and human ecology (F.P. Turenko), legal foundations of noospherism (Gordina L.S.), noospheric methodology (Anisimov O.S.), noospheric management (Atamanchuk G.V.), noospheric technologies ( Patrushev V.I.), noospheric law (Surkov A.N.), noospheric education (Maslova N.V.), actively contributing to the formation of the noospheric foundation of the mega-science of the XXI century, make the following proposals:

1. ANSTiMS, Research Institute of Comprehensive Municipal Research of the UN RAS, RANS, together with the Crimean Academy of Sciences, to study the possibility of creating an experimental platform on the territory of Crimea for the implementation of the idea of ​​a noosphere-oriented development of Crimea, ensuring the harmony of man, society and nature, designing noospheric technologies of socialization, informatization, globalization and planning for the future.
2. Using the latest achievements of human information development, achieve rethinking and transformation of the “confrontational” principles of human relations with the biosphere, consumerism and hedonism, reorientation of the mass consciousness towards mastering the values ​​of spirituality, morality and responsibility, as well as evolution from Homo sapiens to Consciousness.
3. To support universal noosphere education in the interests of global security of man and society, achievement of sustainable development of present and future generations, making the most of the experience of the Noosphere Education department of the Russian Academy of Natural Sciences. Maslova and Centrenosphere Psychology Research Institute of Comprehensive Municipal Research, UN RAS.
4. To support the initiative of creating youth “Intellect-Clubs” in the public noosphere movement on the basis of leading universities in Russia and Ukraine.
5. To consistently form in Feodosia the club of sages “Feodosia-100” – as an intellectual support of the youth noospheric movement.
6. On the basis of the Smolny Institute of Russian Academy of Sciences (St. Center for Noospheric Psychology V.M. Bronnikov (Feodosia) consisting of: A.I. Subetto, N.V. Maslova, V.M. Bronnikov, S.I. Grigoriev, V.N. Vasilenko, F.T. Turenko, I.A. Kozikov, V.K. Baturin, V. I. Patrushev, A. N. Surkov.
7. In connection with the celebration of the 150th anniversary of V.I. Vernadsky in 2013, initiate before the international scientific community:

• the announcement of 2013 as the world year of Vernadsky and the holding of the International Noosphere Forum on the basis of the Crimean Academy of Sciences;
• publication of an encyclopedia of noospheric knowledge, an encyclopedic almanac “Noosphere of the XXI century”, dictionaries, textbooks for universities in all disciplines of social and humanitarian knowledge;
• on the basis of the Russian Academy of Natural Sciences, the Crimean Academy of Sciences, ANSTiMS, the Research Institute of Comprehensive Municipal Research of the UN RAS, to establish an organizing committee for the establishment of the Feodosia Prize “Noospheric Development of Man and Society” general security, sustainable development of cities, settlements, territories, regions, countries and peoples;
• development and adoption of the Charter of social security of the peoples of the Crimea and the manifesto of the noospheric development of the Republic of Crimea.

8. On the scientific basis of ANSTiMS, the Center for Noospheric Psychology of the Scientific Research Institute for Comprehensive Municipal Research of the UN RAS, the RANS branch “Management of Sustainable Development of Territories and Regions” to create an innovative center for social technologies in the Moscow Region under the leadership of the ANSTiMS Presidium. Responsible:    Zhuk I.D., Surkov A.N., Patrushev V.I., Bronnikov V.M.
9. Together with ANSTiMS, the RANS department “Management of sustainable development of territories and regions”, the Soyuzkurort association, the Center for Noospheric Psychology, the Scientific Research Institute of Comprehensive Municipal Research of the UN RAS under the leadership of V.M. Bronnikov to develop and implement the project “Health and Intellectual Tourism” in the CIS and other countries.
10. Conduct the II Annual Feodosia Conference “Strategy for Sustainable Development of Territories and Regions: Social Technologies of Design and Formation of Noospheric Reality” on July 10-15, 2011 on the basis of the Center of Noospheric Psychology of the Research Institute of Comprehensive Municipal Research of the UN RAS.
11. To support the program of the Center for Noospheric Psychology of the Research Institute of Comprehensive Municipal Research of the UN RAS “World without Blindness”.
12. To actively form the noospheric picture of the world, initiate the development of the international movement “Noospheric World” on the principles of continentality, justice, legality and sustainability.

2010-2025 is the peak of the era of changes, the effect of which is felt to one degree or another by the inhabitants of our planet. The changes concern all spheres of human activity – from domestic life to global processes. Such concepts as: “education”, “culture”, “spirituality”, “science” are distorted by the society to the point of not being recognizable. The 21st century has already been christened “The Age of Crazy”. The speed of changes and the growth of new information has reached critical values, which are no longer able to comprehend 98% of the world’s population. Old educational, social and business technologies are no longer effective. The era of the war of ideas has come, where the main factor is not technical means and financial flows, but human potential – powerful social leaders who can change the course of future events on a global scale. In modern conditions, in order to be successful in life, develop, achieve spiritual freedom and financial independence, you need to be able to accelerate, adapt, use information creatively, do and see in a new way! This is not taught in schools, it is not told about it in institutes. That is why in 2002 the Youth Forum “FEODOSIA” was formed in Crimea with the aim of bringing together young people and leading specialists, businessmen, scientists, and craftsmen. The main task of the forum is the transfer of knowledge and technologies from masters – youth for the preparation of young, promising personnel in various fields of activity. In other words, this is the formation of intellectual, human and creative capital – the main asset of the nation. “Feodosia 2010” is the 9th international youth forum, where creative youth from all over the world gather for communication, recreation, exchange of experience, development of joint projects and training from unique masters in the latest technologies in the field of business, social management, self-education, spiritual growth, martial arts, science Cosmopsychobiology. We invite you to join hundreds of students, specialists, masters to participate in the forum “Feodosia – 2010”, within which three modules of events will be held:
